Maryland Out of School Time Network

The Maryland Out of School Time Network (MOST) is comprised of community members and groups campaigning for expanded funding, more effective policies and increased program quality to ensure all young people in Maryland have access to activities in the out-of-school time (OST) hours that enable them to achieve in all stages of their development.

Current Projects and Initiatives:
Building a Coalition

  • Creating a sustainable structure of statewide, regional and local partnerships, particularly school community partnerships, focused on supporting policy development at all levels.

Advocating for Afterschool

  • Supporting Federal Advocacy - MOST participates in regular afterschool policy calls with the Afterschool Alliance to track relevant federal policy and legislation.  When needed, MOST mobilize local constituents to reach out to our congressional representatives.
  • MOST works with other advocates and champions at the local and state levels to improve policy and funding.

Supporting Quality

  • The MOST Quality Framework is a clear and accessible tool to assist OST programs in the State of Maryland as they serve youth ages 5 to 19. The framework can serve as a guide for program leadership and staff to build or enhance a culture of continuous learning and improvement, focused on effectively serving the young people of our state. The framework is both foundational, setting standards for baseline program quality, and broad, providing a framework general enough for all types of programs.
  • MOST hosts an annual Statewide Conference along with a variety of workshops and events geared towards youth development professional training, professional development and networking.
